The manuals and other reference material are designed to be your first stop when you need help using the VISION system.  Generally, this support material is organized by module.

VISION Training Classes

Training on VISION system functionality is provided by the VISION Finance Support Team. This training is designed to introduce users to the system, understand how to process and manage transactions, how to review information, and how to generate reports.  It also introduces users to statewide VISION policies and procedures; the training does not address any department-specific practices or procedures. If you would like to develop a customized class that incorporates VISION training with your department’s business processes, please submit a request to the VISION Finance Support Team, VISION-Helpdesk-FIN@state.vt.us.

VISION Procedures

VISION Procedures are administrative requirements and technical guidance to assist departments with key duties related to the VISION Financials System.

Budget Development System (BDS)  

The Budget Development System  (BDS) is the primary budgeting tool used by Departments and Agencies in conjunction with the respective budget analyst. More information about and instruction for BDS can be found on the BDS system page.

Internal Control

Internal control is at the core of state government fulfilling its mission and achieving its goals while providing safeguards to protect governmental resources. Management of each department is responsible for implementing internal control activities that are appropriate to their department’s processes. This Internal Controls information includes an introduction to internal controls, best practices, and guidance on developing and evaluating internal controls.

VISION Financial System

VISION-Financials is an Oracle/PeopleSoft enterprise financial management system utilizing the following modules: General Ledger, Accounts Payable, Purchasing, Accounts Receivable, Billing, Asset Management, Inventory, and Subrecipient Grant Tracking (VT custom module). The system is managed by the Dept of Finance & Management in conjunction with the Dept of Information & Innovation's PeopleSoft Technical Unit. Diagram of VISION Modules  (26k)
