The State of Vermont uses a custom application known as Paradox for time and expense collection and entry. Each payroll, the data on the timesheets is manually entered into the Paradox system. The data from Paradox is then electronically fed to the Oracle/PeopleSoft Human Capital Management (HCM) Payroll module for use in calculating employee paychecks, expense reimbursements and leave tracking. In addition, summarized payroll financial data is loaded into the State's VISION Financial system to be recorded in the General Ledger. Although the Department of Human Resources is responsible for the HCM system including Paradox and the payroll module, Finance & Management is responsible for the payroll function.

A project to implement new time and expense collection modules is currently underway. The new Oracle/PeopleSoft Time & Labor and Expense modules will enable employee self-serve entry of time and expense data and eliminate manual data entry.
